ferdman back in 2000 for running a texas-based crime syndicate that staged car crashes ripping off big insurance companies. >> he listed his occupation as a -- >> driver of an ice cream truck. ferdman pled guilty to organized crime and was sentenced to seven years in a texas prison. he served just one year, was let out early for good behavior, and ended up in california. even though felons are barred from running drug medi-cal centers ferdman soon opened a rehab clinic called able family support. taxpayer funded drug rehab has been easy money for alexander ferdman. despite his organized crime conviction in texas, his california drug medi-cal contract is now worth about $2 million a year. his salary, $180,000. even after a 2011 review by los angeles county found evidence of what it considers to be fraudulent practices at his business, ferdman was allowed to expand. drew griffin with cnn. how are you doing? i'd like to ask you some questions about your business, if i could. >> i really don't have time right now. >> you can explain how can a guy with a record like you be operating a drug

. these are just rough numbers, about a million new jobs in the state of texas in the last five years. roughly a million lost jobs in california. that is amazing. points is what we are seeing right now is one of the great wealth transfers in american history geographically from states like california that don't get it right, my home state of illinois that don't get it right and states that do get it right like texas. this is one reason to be bullish on the future of texas. the interesting thing is texas and california are the two highest immigration states. the tax system is a much better job of economically assimilating immigrants so they are successful here. tell a foreign more of a welfare invites immigrants and the welfare system at a much higher pace than texas does. people come to texas, in my opinion, for jobs. people come to california for welfare grade i think you see the differing economic outcomes as a result. texas is the model other states should be emulating. see that entire event coming up today at 5:00 eastern. live at 7:00, c-span will host a town hall looking at immigration a

the stand. he still has not cross examined any of them. nbc's mark potter is outside the courthouse in texas. he joins us. mark, that was one of the other points of outrage for some people is that hasan would be in a position to cross examine some of the very people he's accused of shooting down that day. he's not done so so far. what else are you seeing in court today? >> reporter: well, aside from the argument you were talking about, it will go to an appeals court, it was very dramatic testimony as soldiers and former soldiers took to the stand to describe what happened on november 5th, 2009, when 13 people were killed here, 31 were injured in this rampage shooting at a processing center. soldiers, former soldiers told of seeing others being shot, hearing them scream, watching them die, being shot themselves. it was very, very dramatic. one of them, staff sergeant michael davis, said that he heard a young woman screaming out, my baby, my baby, my baby. and we know that a 21-year-old soldier, francesca velez, private first class from chicago was shot and killed. she was nine weeks pregnant.

to block texas' new voter i.d. law. it was implemented after the supreme court back in june struck down a key provision of the 1965 voting rights act. nbc news justice correspondent pete williams joins us live. it's making headlines. >> it escalates the battle. the center piece is the supreme court's decision striking down the heart of the voting rights act. before the court ruled texas had to get preclearance for any changes on the election law and the federal court said no both to texas changing its voter i.d. law and redrawing its district lines for congressional and legislative districts. after that the justice department is pursuing new courts. we can't stop you under the old voting rights act but we'll use a new section to claim this voter i.d. law is unconstitutional. a written statement says we will not allow the supreme court's decision to be determined as open season for the states to pursue measures that suppress voting rights. what the court is saying -- or the justice department now is, rather, saying it's unconstitutional on its face and it's also asking the court in texas

texas, this is the supposition, but texas has that kind of free enterprise mentality that some of these states like california don't. .. and it's really an amazing phenomenon, they've got taken over those occupations. past events and job placement? probably. used to be whites and blacks that have those jobs. now they're going to eastern europeans. when you look, there was a "washington post" a big story on this, they were saying -- they interviewed a lot of these people which most of them were very new immigrants. some had just arrived. i just thought it was fascinating, the attitude of these immigrants. several of them told this reporter the great thing about america is there's all these jobs. that's not something americans think, like there's all these jobs. the other thing on these immigrants said was, the other great thing about america is that if you work hard you can get ahead in this country. >> i was here in texas a month or two ago, and it was a small business, just one little taxi come and the driver was an immigrant. i asked him about his experience when he came to a

at the university of texas md anderson cancer center. bo biden is the attorney general of delaware. he was admitted to the cancer center as a patient tuesday. following tests there on monday. doctors are trying to determine the cause of a severe bout of disorientation dizziness and weakness bo biden suffered last week during a family vacation. md anderson center specializes in the detection and treating rare forms of cancer but there's no diagnosis yet so there's no treatment plan. the younger biden sought treatment medically in chicago and philadelphia before arriving in houston at the cancer center. on monday when he got to houston, bo biden sent out, via twitter, this picture of he and his wife suggesting he was very happy at all the good wishes he received. vice president biden is scheduled to appear friday in his hometown of scranton pennsylvania, with president obama, as part of the president's bus tour promoting new ideas on college affordability. sources say mr. biden's schedule may change because he may need to spend more time with bo biden. but the friday appearance

convicted for running an organized crime ring in texas ripping off insurance companies. it hasn't stopped him from coming to california, setting up a drug rehab clinic and billing taxpayers even though felons are barred from running drug rehab centers. how can a guy with a record like you run a drug rehab clinic in california this is a mayor insurance car crash scheme in texas? >> i was convicted, but it's not what it seems. >> reporter: in the last two fiscal years, taxpayers spent $186 million supposedly treating drug and alcohol abuse patients in california. our investigation with the center for investigative reporting found half of that money, or about $94 million has gone to clinics that have shown questionable billing practices or signs of fraud. joy jaffers former supervisor says she complained to the state for years about all the obvious fraud. we found billing records for people in jail. one person dead. people who said they didn't need this kind of treatment. >> uh-huh. >> reporter: clinics closed on a certain day, billing for that certain day, none of this surprises you? >> not

of a spy flick. instead, a team of researchers from university of texas at austin had deliberately coerced the $80 million vessel from its track, without physically taking the helm. with the blessing of those aboard, professor todd humphrey's and his graduate students employed a technique called g.p.s. spoofing to effectively disorient the ship's positioning system. changes went undetected by alarms, and the autopilot system shifted the yacht to what it thought was the original course, not one selected by humphrey's team. the demonstration was the first to show g.p.s. spoofing could pose a real threat to the world's civilian maritime industry. and a year earlier, the texas research group showed the same danger also exists in the civilian aerospace sector. they successfully used their g.p.s. spoofing system to commandeer an unmanned aerial vehicle on u.t.'s campus. and repeatedly brought the small, helicopter-like drone to the ground by altering information sent to its altitude navigation system. and todd humphreys, the university of texas researcher behind these projects joins us now. also
